Draft FY 2026/27 to 2030/31 Transportation Improvement Program (TIP) for Review

What is the TIP?  
The TIP is a five-year plan that identifies all publicly funded transportation projects — including highways, bicycle/pedestrian facilities, transit, port, and aviation — within the Volusia-Flagler TPO planning area. The TIP serves as the official roadmap for infrastructure investments and determines which projects are eligible for state and federal funding.

The TIP is an important plan for our community because it ensures we are working to achieve the vision laid out in our 2050 Long Range Transportation Plan (LRTP), and because only the projects listed in the TIP are eligible for funding from the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA). Regionally significant projects, regardless of how they’re funded, also need to be listed in the TIP.  Following a 30-day public comment period, the Volusia-Flagler TPO Board is expected to take action on the Draft TIP at their meeting on Wednesday, June 24, 2026.


The Transportation Improvement Program (TIP) is an intermediate-range planning document that includes federally- and state-funded transportation projects and programs scheduled for implementation in the Volusia-Flagler TPO’s planning area over five years. The current adopted TIP spans from fiscal year (FY) 2025/26 through 2029/30.  Project details are provided, such as project description, cost, funding source, and funding year.  The document contains information on a wide array of transportation projects, including aviation, bicycle facilities, planning studies, road improvements, transit, and numerous other types of projects. This TIP includes a complete list of projects by funding category, as well as a summary of federal, state, and local funding for each year of the TIP for Volusia and Flagler Counties.
