2045 LONG RANGE TRANSPORTATION PLAN
NOTICE OF REQUEST FOR PROPOSAL
The purpose of this Request for Proposal (RFP) is to solicit responses from qualified consulting firms interested in providing the respective services, as described herein the proposal, for the purposes of developing the 2045 Long Range Transportation Plan (LRTP) for the River to Sea Transportation Planning Organization (R2CTPO). The respondents must have experience and expertise in long range transportation planning and a clear understanding of the R2CTPO planning process and federal and state requirements.
Federal regulations (23 U.S.C134 and 23 CFR450) and Florida Statutes (section 339.175, F.S.), establish the framework and provide guidance in the preparation of Long Range Transportation Plans by the MPOs. The plan will be developed in a manner that meets federal and state LRTP requirements.
Each firm shall submit a written proposal describing how the firm will fulfill the requirements of the Scope of Services . Details on the RFP and the Scope of Services can be found below. To be considered responsive, proposals must include the following information, as further described in the RFP packet:

5. Project Understanding and Approach
6. Professional References
7. Required Forms
Any proposals that do not contain ALL of the information detailed in the RFP packet (below) WILL NOT BE CONSIDERED.
Questions about the Scope of Services must be submitted by e-mail on or before March 15, 2019 by 5:00 p.m. (EDT) to Colleen Nicoulin at cnicoulin@r2ctpo.org. Ms. Nicoulin will research any questions and post responses on the R2CTPO’s website at www.r2ctpo.org by March 22, 2019.
One (1) original, five (5) hard copies and one (1) flash drive containing the proposal in Adobe Portable Document Format (.pdf) must be received by the R2CTPO no later than
Thursday, April 4, 2019 at 2:00 p.m. (EDT).
Proposals received after this date and time WILL NOT BE CONSIDERED.
