The Florida Department of Transportation (Department) is hosting a statewide Toll Rate Rulemaking Public Hearing to provide the public an opportunity to review and comment on proposed amendments to administrative rules regarding registration for buses and vanpools using Turnpike express lanes, display of express lane tolls on road signs and changes to express lane violation penalties. Amendments are proposed for the following administrative rules:
- Rule 14-100.003 – Express Lane Tolling
- Rule 14-100.004 – 95 Express Toll Exemption Registration
- Rule 14-100.005 – Video Billing
The hearing will also present and solicit comments on a new administrative rule, Rule 14-100.006, regarding toll exemption registration on Department express lanes, excluding Florida’s Turnpike facilities, and proposed amendments to administrative rules regarding TOLL-BY-PLATE billing procedures and prosecution of unpaid toll violations.
The administrative rules listed above are part of the Florida Administrative Code. Administrative rules are a state agency’s statement of general applicability that implements, interprets, or prescribes law, policy or agency statements describing the procedure or practice requirements of the agency. The rule development and rulemaking process is the procedure to amend existing or develop new administrative rules.
