RIVER TO SEA TRANSPORTATION PLANNING ORGANIZATION (TPO)
SUCCESSFULLY COMPLETES FEDERAL CERTIFICATION REVIEW
DAYTONA BEACH, FL – Every four years, a team from the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) conduct a certification review of the River to Sea TPO’s transportation planning process. Certification of the TPO is required to receive federal funding for transportation planning and projects in metropolitan areas.
As part of the evaluation, the federal review team conducted a desk audit and site visit which included an interactive discussion on the achievements and best practices that occurred over the previous four years. Following this review, a certification report was issued by the review team that emphasized the significant, impactful and noteworthy activities the TPO has undertaken.
The River to Sea TPO was recognized by the federal review team for a variety of “noteworthy” practices, including the:
- successful incorporation of new requirements for transportation performance measures into planning and decision-making
- continued commitments to supporting public transit agencies in the planning area
- continued participation in a variety of public safety awareness events
- successfully collaborating with a local high school to introduce a transportation-based STEM program into their curriculum
The federal team identified no “corrective actions” and four transit-related “recommendations” that the TPO may consider to further improve their planning efforts.
In reference to the report, River to Sea TPO Executive Director, Lois Bollenback, stated “This is an important milestone for the TPO to reach every four years. The report findings are a great reflection of the hard work of our staff in serving this community each and every day.”
About the River to Sea TPO: The River to Sea TPO is the duly designated and constituted body responsible for carrying out the urban transportation planning and programming process for designated Metropolitan Planning Area (MPA). The TPO’s metropolitan planning area includes all of Volusia County and the developed areas of eastern Flagler County, including Beverly Beach and Flagler Beach, as well as portions of the cities of Palm Coast and Bunnell. The TPO receives approximately $2 million each year to complete transportation planning activities. The TPO also develops project priority lists annually that influence the allocation of state and federal transportation funding throughout the planning area.
