FY 2019/20 TO FY 2023/24 TRANSPORTATION IMPROVEMENT PROGRAM (TIP)

AVAILABLE FOR PUBLIC REVIEW

The draft River to Sea TPO Transportation Improvement Program (TIP) for FY 2019/20 to FY 2023/24 is available for public review and comment. Public comments may be submitted directly to the TPO office by email, mail or telephone. The TPO Board is expected to adopt the FY 2019/20 to FY 2023/24 (as may be revised in response to the public input) at its regularly scheduled meeting on Wednesday, June 26, 2019 at 9:00 a.m. in the River to Sea TPO conference room located at 2570 W. International Speedway Blvd. Suite 100, Daytona Beach, FL 32114. Public comments may be made at this meeting prior to the adoption of the document.

The TIP is a short-range list of proposed transportation improvement projects for the metropolitan planning area including all of Volusia County and the urbanized areas of Beverly Beach, Bunnell, Flagler Beach, Palm Coast and unincorporated Flagler County. A TIP must include all transportation projects within the metropolitan planning area that are proposed for funding under Title 23 and Title 49 Chapter 53, United States Code. It must also include all regionally significant projects requiring an action by FHWA or FTA and, for information purposes, all regionally significant projects regardless of funding source. These projects include highway, bridge, bicycle, pedestrian, maintenance, transit, transportation disadvantaged and aviation projects. The TIP is required to be financially constrained by year and include a financial plan that demonstrates which projects can be implemented using current revenue sources and which projects are to be implemented using projected revenues.

The public participation process used for the development of the TIP is also used to satisfy Votran’s Program of Projects (POP) as required by the Federal Transit Administration Section 5307 Program. The POP is a list of transit related activities developed each year to indicate funding expenditures on items including vehicle purchases, facility construction and renovation, major equipment upgrades, etc.
